Abstract

Human resource management is the most important function of modern management, the effectiveness of which is realized through the use of a system approach, the use of which requires scientific understanding and analysis. The object of the study is the system of the region as a set of elements between which there are stable relations. The subject of the study - human resources of the region as a factor in ensuring system connections and the object of management. The purpose of the study is to consider on a scientific basis, using a scientific approach the content of human resources management in the framework of the system approach. The article reveals what human resources are and the content of the system approach within the framework of human resources management and management of regional development. The Harvard model is presented, which assumes that strategies, policies and processes of human resource management (SHRM) can be divided into four key areas important for the object of influence. The types of systemic relationships between HR and human resource management strategies at the regional level are highlighted.
