The procedure for reviewing manuscripts
A review is a text containing a critical assessment of a work and intended both for publication (after the publication of the work) and for internal use - in order to resolve the issue of its publication.
The publishing house distinguishes between internal and external reviews.
Internal review is carried out by the editor-in-chief.
The essence of the internal review is to evaluate the manuscript from the point of view of its suitability of the author's text for publication, considers the issue of revision by the author of the text, involvement of scientific and technical editors, transfer of the manuscript for external review, etc. The editor evaluates the importance of the topic, its relevance, the quality of disclosure; significance for the scientific industry.
The result of each review contains one of three conclusions:
1) it can be published in the presented form (after all editorial and publishing processes);
2) it cannot be published (does not correspond to the profile of the publication, does not meet the criteria of a scientific article - see Rules for the registration of manuscripts by authors);
3) it is possible to publish, but with the condition of revision of the manuscript, taking into account the comments of reviewers, editors and publishers. In this case, the author is invited to make appropriate changes and additions.
Review process
1. The Editorial Board accepts for consideration and review the following types of manuscripts (previously unpublished): articles, essays, abstract scientific reviews, reports on conferences, etc.
2. The primary review is carried out by the editor-in-chief, who assesses the compliance of the content of the article with the subject of the journal and the general requirements for its design and volume.
3. The manuscripts submitted to the editorial board by all authors, regardless of academic degrees, titles and official positions, must be reviewed.
4. Peer review (expert evaluation) is carried out by members of the editorial board or reputable scientists-specialists on the stated topics. Specialists candidates of economic sciences, doctors of economic sciences, professors and teachers of universities, specialized educational institutions are involved as reviewers.
5. The editorial board keeps records of the passing of the review procedure (expert evaluation) and monitors the movement of the manuscript before putting it into production.
6. Re-reviewing takes place in the following cases:
- if controversial issues were stated in the manuscript, requiring a comparison of the points of view of different specialists who decide on its publication;
- if the author submitted a radically new version of the article in accordance with the deadline, taking into account the comments of the reviewer.
7. The review takes place within 14 to 30 days after receipt of the manuscript.
8. The review notes: the importance of the chosen topic, its relevance, the completeness of the use of sources and literature, the depth of their analysis, the effectiveness of the chosen research methodology, the degree of novelty, validity of conclusions, practical and theoretical significance of the study.
9. The content of the review is communicated to the author(s) within 10 days after the editorial office receives the reviews of specialists.
10. The review of materials submitted to the editorial board of the journal "Discussion" is carried out with confidentiality.
11. The journal relies on a "double-blind" peer review model. This means that when reviewing the personal data of reviewers and authors are hidden.
12. All reviewers are recognized experts on the subject of peer-reviewed materials and have had publications on the subject of the reviewed article for the last 3 years.
13. Reviews are kept in the publishing house and in the editorial office of the publication for 5 years.
14. The editorial board sends copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial office of the publication.
