Abstract

This article analyzes the risks associated with the implementation of social projects within the framework of public-private partnerships in the Russian Federation. The peculiarities of interaction between private and public partners, whose goals and interests are often opposite, are studied. The author emphasizes the uncertainty of the economic environment, including property relations and access to various resources, as well as the uncertainty of relations between economic entities, which can create risks when implementing social projects at enterprises. Particular attention is paid to the risks of motivation, including motivational mechanisms, interaction of enterprise personnel, as well as external factors influencing the behavior of participants in the production process. Common mistakes in the preparation and conclusion of public-private partnership agreements, as well as at the active stage of project implementation, are analyzed. Methods and practical recommendations for minimizing the above risks during the implementation of social projects within the framework of PPP are proposed.
