State and prospects for the development of science, education and information and communication technologies in the Azerbaijan republic (social and economic aspects)

The article presents an analysis of the development of information and communication technologies (ICT), science and education in the Republic of Azerbaijan, considers the system of the country’s legislation aimed at the development of these industries. The main problems of the legal framework have been identified, taking it into account a statistical analysis of the industry has been carried out. The authors proposed the use of investment efficiency indexes in science and education. Recommendations, based on the obtained results and forecasts, that should be used as a basis for developing a strategy for the long-term development of Azerbaijan are given by the authors. This aspect of the work indicates the interdisciplinary nature of the problems in the studied industries. The purpose of the study is to identify the main economic and social barriers to the development of science in Azerbaijan. The object of research is the scientific and educational environment of Azerbaijan. The subject of the study is the information and legal security of the development of science and education in the country. The authors hypothesize that information and communication technologies, scientific development and the quality of education are closely related, but at the same time, barriers to the development of one industry are barriers for the rest. The novelty of the article lies in the development of the proposed indexes, in the formulation of the issue of breaking the link between science and education and the development of ICT in Azerbaijan. The main result of the study is the development of fundamental principles for long-term planning in the field of ICT, science and education in Azerbaijan.
