Social discount rate, social effect and implementation of Russia's national development goals

Abstract

The national development goals of the Russian Federation are defined by Decree of the President of the Russian Federation No. 474 of July 21, 2020. The goals formulated by the President are of crucial importance for all aspects of the life of Russian society, determining the vector of development of social, economic, political, social and other phenomena of the state for many years to come. This study offers a theoretical justification and author’s research of methods for assessing the social effect of the implementation of the national development goals of the Russian Federation.
The object of the study. National development goals of the Russian Federation as an integral element of the economic, social and budgetary spheres of society.
The subject of the study. Methods of assessing the social effect, within the framework of the methodology of economic assessment of the phenomena of public life: the preservation of the population, the health and well-being of people.
The purpose of the study. It consists in the theoretical justification of the proposed methods for assessing the social effect of the implementation of the national development goals of the Russian Federation.
Research objectives. Consideration and analysis of foreign and Russian literature sources on the subject area of research; the use of a heuristic method of solving the scientific problem under consideration in compliance with the principles of formal logic; the use of scientifically based arguments of the proposed methods; the presentation of calculation formulas and economically justified explanations; in reasoned conclusions and scientific detection of research results.
Research methodology. The authors used theoretical and heuristic approach, determined by the generally recognized methods of scientific cognition: analogy, abstraction, analysis, synthesis, generalization, etc., and by the phenomenological and systemic principles of research.
The results of the study. They consist in presenting a theoretically and scientifically reasoned method of assessing the social effect with the presence of calculation formulas and a holistic calculation methodology. The results of the study are presented as a full-fledged method of assessing the social effect of the implementation of the national development goals of the Russian Federation in terms of targets that previously had no quantifiable values. Summarizing the results of the study, we note that the development of methods for assessing the social effect of the implementation of the national development goals of Russia, from the development of public investments, etc., is primarily necessary to eliminate significant methodological gaps in the field of economics, sociology, law and other social forms of conscious activity.
