Abstract

Green public procurement model is used within the framework of the environmental agenda of sustainable development of society to achieve various social and environmental goals and is one of the factors of reducing emissions of harmful substances into the atmosphere, reducing energy consumption, reducing waste, etc., and to stimulate the development of environmentally friendly technologies and innovations. The relevance of the study lies in the fact that the green public procurement model has a high prevalence in economic development strategies and political programs of Western countries, in Russia such a model began to be implemented in mid-2022, which characterizes the novelty and the need for scientific analysis of the effectiveness of the practical application of the model. The object of the study is the green economy as a new formation of economic knowledge that determines the relationship of man, society and nature. The subject of the study is environmental well-being as a state of the socio-economic system within the framework of the implementation of state policy. The purpose of the study is to reveal the content and to give a descriptive characteristic of the model of green public procurement in Russia and in the world. The study presents criteria for green public procurement based on a sample of foreign studies, state regulatory mechanisms within the framework of the green public procurement model, statistical indicators of environmental well-being. The results of the study are: 1. The main elements of the model of green public procurement in Russia are highlighted; 2. The factors stimulating the development of the model of green public procurement in Russia are presented.
